  • Cross-Strait Negotiations to be Held in 2009

    Cross-Strait Negotiations on Mutual Recognition of Inspection and Verification to be Held in First Half of 2009.
    The Bureau of Standards, Metrology and Inspection has scheduled to negotiate with the Certification and Accreditation Administration of the People’s Republic of China during the first half of 2009 in the hope of reaching an agreement on mutual recognition of inspection and verification and establishing an inspection system exchange across the strait.

    In response to improvements in cross-Strait relations and industrial demand, the Bureau of Standards, Metrology and Inspection will hold a seminar on cross-Strait inspection and verification as early as on April to engage in negotiations and technical exchanges.

    According to Director-General Jay-san Chen of the Bureau of Standards, Metrology and Inspection, the seminar will be an excellent occasion for cross-Strait exchange of inspection and verification technologies and standards, and a good opportunity to explain to concerned businesses the inspection systems in Taiwan and China.

    Taiwan has established bilateral recognition of standards with Australia, New Zealand, the US, Canada and Singapore. These countries recognize that inspections conducted by Taiwan save businesses the cost of repeated inspections. Taiwan hopes to establish the same kind of mutual recognition relationship with China in the future.

    As Taiwan is ahead of China in electronics, China has expressed interests in establishing common standards with Taiwan. Jay-san Chen expresses that initially Taiwan will propose to set up standards for industrial cooperation items listed in the Cross-Strait Bridge-building Project, which include photovoltaic solar energy, LED, WiMAX, and auto electronics.

    According to the Bureau of Standards, Metrology and Inspection, if both sides cooperate to promote these standards, Taiwan and China will have an opportunity to play leading roles in the establishment of international standards instead of being followers of standards or specifications determined by other countries.
